In many styles of martial arts such as Karate, for example, achieving a dan rank means that, while one is no longer considered a beginner, one is not yet necessarily an expert. Rather it means that one has learned the basics.
It’s the same with literacy and numeracy professional development. Gaining your NCALNE (Voc) is the first step to show you’ve learned the basics and you’re on the way towards becoming a practitioner.
